Project Delivery Recovery & Scrum Operating System

A generalized recovery system for stabilizing a stalled cross-functional initiative and restoring evidence-based delivery.

Business scenario

A multi-team implementation is twelve weeks into delivery. Activity is high, but scope enters through multiple channels, backlog items lack acceptance criteria, dependencies age without owners, and sprint commitments are repeatedly missed.

Problem and constraints

The recovery must stabilize delivery without pausing all work. Leadership needs to distinguish outcome evidence from activity while teams need clear readiness, ownership, risk, and decision controls.

Diagnostic approach

The simulation links outcomes, epics, stories, dependencies, risks, issues, and decisions. It assesses backlog readiness, aged work, open dependencies, decision delay, predictability, cycle time, blocked time, and validation evidence.

Key findings

  • Unready work and hidden dependencies undermine commitments.
  • Excess work in progress and ownerless blockers slow completion.
  • Acceptance expectations arrive after work begins.
  • Conflicting status definitions make release confidence unreliable.

Designed future state

A recovery backlog prioritizes immediate constraints before additional scope. Scrum events connect with RAID governance, decision ownership, validation evidence, work-in-progress limits, and release controls.

Governance and measures

Daily flow review, sprint planning and review, a weekly recovery forum, and retrospectives each have explicit decisions and evidence. Proposed measures include readiness, throughput, cycle and blocked time, dependency aging, decision aging, accepted work, defects, and release risk.

Proposed implementation roadmap

The 90-day recovery sequence stabilizes the outcome and intake, establishes delivery controls, runs evidence-based sprints, and transitions recovery practices into normal governance. It does not claim that recovery or implementation occurred.

Artifacts and limitations

The PDF includes a delivery data model, recovery diagnostic, flow forecast, prioritized recovery backlog, Scrum operating cadence, governance model, and roadmap. All project details, metrics, priorities, forecasts, and recovery outcomes are synthetic.
