Portfolio Simulation
Strategic Procurement & Supplier Decision System
A generalized B2B decision system for comparing suppliers, exposing total cost, controlling risk, and governing onboarding.
Tools and methods
- Weighted decision matrix
- Total cost model
- Risk controls
- RACI
Business scenario
A growing multi-market company purchases business-critical services through email, spreadsheets, and informal approvals. Quotes are compared on price without consistent treatment of requirements, risk evidence, implementation effort, or supplier performance.
Decision context and constraints
The simulation asks which supplier offers the strongest risk-adjusted value and which controls must exist before commitment. A low headline price cannot override a failed mandatory requirement or an unapproved risk exception.
Diagnostic approach
The model links requests, requirements, suppliers, quotes, risks, and contracts. A sourcing funnel tests request readiness, mandatory fit, comparable evidence, commercial assumptions, and decision authority.
Key findings
- Supplier responses are not decision-ready without comparable evidence.
- Quoted price does not represent total economic commitment.
- Security, transition, service-concentration, and exit risks need named controls.
- Award approval must connect to onboarding and post-award governance.
Designed future state
The future state moves from intake through sourcing, evaluation, approval, onboarding, and governance. A weighted matrix, total-cost model, risk conditions, and decision rights make the recommendation auditable.
Governance and measures
Requirements, risk exceptions, commercial approval, onboarding acceptance, supplier performance, and renewal decisions receive accountable owners. Proposed measures cover request readiness, screening exceptions, evidence completeness, total cost, risk closure, service levels, and renewal readiness.
Proposed implementation roadmap
The 90-day sequence establishes a baseline, standardizes templates and decision rules, pilots one sourcing event, and introduces supplier governance. It is not proof of supplier adoption, savings, or production use.
Artifacts and limitations
The PDF includes a procurement data model, sourcing funnel, supplier matrix, total-cost comparison, risk conditions, decision-rights model, onboarding governance, and roadmap. All suppliers, prices, scores, recommendations, targets, and outcomes are synthetic.
